3 lakh newly affordable projects await Nod: Government working hard to fulfill the increasing demand: Key Points shared by Mr. Navin Raheja

GURUGRAM: The affordable housing sector in Gurugram, one of India’s largest real estate markets, is expected to see a significant boost as 74 new license approvals are pending with the department of town and country planning (DTCP). This is apart from the 55 affordable housing projects that are coming up on around 310 acres in Gurugram and Sohna.




The developers, seeking a license for the new affordable housing projects, intend to construct around three lakh units on 380 acres of land in Gurugram. In Sohna, six new licenses are likely to be granted for the construction of affordable housing projects on around 30 acres of land, officials said.



In February, DTCP invited fresh applications for licenses to build over 3 lakh affordable housing units.



Haryana amended its Affordable Housing Policy 2013 in October 2017, to extend an existing cap of 300 acres in Gurugram district to 1,935 acres. Based on the earlier cap, DTCP had issued affordable housing licenses over 300 acres, on which around 46,000 units are at different stages of completion, in sectors along Northern Peripheral Road (NPR), also known as Dwarka Expressway, and Southern Peripheral Road (SPR).

Developers believe there is a demand for affordable housing and an increase in supply will attract buyers, reviving the real estate sector.



Pradeep Agarwal, chairman of Signature Global, which has seven affordable housing projects in Gurugram, said: “the government is working on a multi-pronged strategy to help boost affordable housing”. “As part of this strategy, the government is working to help developers contain the cost of affordable homes by reducing the approval time for projects,” he added.



Surender Singh, director of GLS group which intends to offer possession to 2,000 flat owners in the next two years, said that quick license approvals would increase the supply of affordable housing and competition among developers. “It will benefit buyers and offer more choice to them,” he added.



Singh said due to the high cost of residential units in Gurugram, a large section of salaried middle-class is unable to own a house.

“Affordable housing gives an option to them,” he said, adding that the state government should speed up infrastructure development in new sectors.



Navin Raheja of Raheja developers also said that there is an increased demand for affordable houses, which is in a way reviving the real estate market. Considering the maximum shortage of urban housing is in the low-cost segment, the government has rightly put the focus on affordable housing.

Earlier in Gurugram, there was a cap of 10 acres in a sector and a total of 300 acres. With the new amendment, the department of town and country planning (DTCP) has removed the 300-acre cap.



The department has increased the limit of affordable housing in a sector to 15 acres from 10 acres and raised the total area under affordable housing in Gurugram by around 500 acres.

Sales up for housing by 25% during April in top 7 cities: ANAROCK

NEW DELHI: Housing sales increased by 25 percent in the country’s seven major cities in April to 1,726 units over the previous month, driven by the Delhi-NCR market which saw a sharp rise in demand, according to property consultant ANAROCK.
Total housing sales stood at 1,382 units in March at seven major cities — the National Capital Region (NCR), Mumbai Metropolitan Region (MMR), Kolkata, Chennai, Bengaluru, Hyderabad, and Pune, it said.
Barring Pune and Kolkata, the housing sales increased in all the cities last month.
“Buoyed by positive consumer sentiments and favorable policies, the Indian real estate sector is coming back on track. 2018 started on a positive note with the first quarter recording a q-o-q (quarter-on-quarter) increase in housing sales, and the momentum seems to be increasing,” ANAROCK Chairman Anuj Puri said.
April alone saw 25 percent increase in sales across the cities, he added.
ANAROCK said that the NCR market stole the show even on the sales front with a whopping 153 percent increase in April as against the preceding month. Bengaluru saw a 41 percent rise in housing sales, while MMR witnessed a 29 percent increase.
According to the data, housing sales in Bengaluru increased to 278 units in April from 196 units in the previous month. MMR saw sales of 516 units as against 399 units during the period under review.
In NCR, housing sales jumped over two-fold to 243 units from 96 units. Sales in Chennai increased to 219 units from 113 units, while demand in Hyderabad rose to 234 units from 141 units.
However, sales dropped in Pune to 155 units from 182 units and also in Kolkata to 83 units from 255 units.
On new supply, ANAROCK said that it increased by 6 percent during April at 15,155 units from 14,278 units in March.
The new housing supply infusion was highest in NCR, followed closely by Hyderabad, Bengaluru and the MMR. NCR saw a whopping 59 percent increase in its new housing stock in April as against the previous month.
Of the total new supply in April, nearly 43 per cent was in the affordable housing category (less than Rs 40 lakh), followed by 33 per cent in the mid segment (Rs 40-80 lakh), 11 per cent priced in the range of Rs 80 lakh-Rs 1.5 crores and the remaining 13 per cent in the segment priced above Rs 1.5 crore.

Everything You Need to Know about Kherki Daula toll bypass road to be ready in a month

Huda is building a four-lane road (5 km) on the eastern side of the Delhi-Gurugram expressway to connect the Southern Peripheral Road (SPR) with NH8, bypassing the Kherki Daula toll plaza. The road will be operational within the next one month. A 400-meter stretch of the road between Sector 76 to Sector 77 is yet to be constructed.

Millennium City Expressway Private Limite (MCEPL), the company managing the Kherki-Daula toll plaza, has raised objections over the road with NHAI, claiming it would be losing Rs 17 lakh daily after its opening. The company wrote a letter to NHAI on May 24, saying “if Huda’s four-lane road is connected with NH8, bypassing the Kherki Daula toll plaza, minimum revenue and maximum traffic would be diverted through the four lanes.” The road will merge with NH8 a mere 300 meters away from the toll plaza.

MCEPL CEO S Raghuraman said, “We are expecting nearly 35% loss to us as commuters won’t cross the toll plaza. The revenue loss would come to nearly 17 lakh every single day. However, we can’t stop the construction of this road as it’s in some other area and some other agency has made it. We have given a letter to NHAI and are waiting for its reply.”

The work on the 5-km road, including 2.8 km from SPR to Shikohpur Nagar and 2.2 km from Shikohpur to NH8, started in January this year.

Shweta Sharma, executive engineer, Huda, said, “Apart for the 400-meter stretch between Sector 76 to 77, the road is complete. The only reason why work on the 400 meters is yet to be done is because sewage work was going on in the area. In the next one month, the road will be fully operational.” The project’s cost to Huda has been Rs 33.69 crore. The deadline for the project was July.

The new road will connect with SPR via the road dividing sectors 75 and 75A, meet NH8 near Sector 83 via the road dividing sectors 77 and 78, and pass through sectors 76 and 77. Once these new sector roads are operational, commuters from Golf Course Road and Faridabad can directly reach Manesar through SPR, without needing to cross the busy Kherki-Daula toll plaza.
The road is also expected to benefit residents of new sectors 80-90 as they will be able to reach Golf Course Road, Sohna Road, Faridabad Road and other parts of Gurugram without having to cross the toll plaza.

Easy breathe for Consumers: Affordable Housing Loans to get cheaper with new norms

The Reserve Bank of India (RBI) may have hiked policy rates in its latest bi-monthly policy review, but the common man does have something to cheer about.
Owning a house has been brought a little closer to reality for the middle-income group in metros.

According to RBI, home loans up to Rs 35 lakh in metros will now qualify for the benefits of priority sector lending. Earlier only housing loans up to Rs 28 lakh were eligible for these benefits.
RBI has done this to bring greater convergence of the Priority Sector Lending guidelines for housing loans with the Affordable Housing Scheme, and to give a fillip to the low-cost housing for the Economically Weaker Sections and Lower Income Groups. Banks have their own Priority Sector Lending (PSL) guidelines and have set limits for them.

The RBI states it has been decided to revise the housing loan limits for PSL eligibility from the existing Rs 28 lakh to Rs 35 lakh in metropolitan centers (with a population of 10 lakh and above), and from the Rs 20 lakh to Rs 25 lakh in other centers. However, the house cannot cost more than Rs 45 lakh in a metro and Rs 30 lakh in other centers.

The borrowing may still be subject to the eligibility and other conditions. The RBI has also come out with the observation on the emerging developments in Low Ticket Housing. It states - "After a careful analysis of the Housing Loans data, it has been observed that the level of NPAs for the ticket size of up to Rupees 2 lakh has been high and is rising briskly. Banks need to strengthen their screening and follow up in respect of lending to this segment in particular. The Reserve Bank is closely monitoring this sector and will consider appropriate policy response such as a tightening of the LTV ratios and/or an increase in the risk weights, should the need arise."

Understanding TDS on Property Purchase - Get to know all

Chidambaram, the former Union Finance Minister introduced TDS on property purchase in the budget 2013-14 on all immovable property of market value over 50 Lakhs under section 194 IA of the income tax act. Effective from 1 June 2013 onwards, the purpose of TDS on property purchase was to improve those number of transactions which are largely undervalued or unreported. On an estimate, almost half of the transactions are made without even any PAN card number provided by the concerned parties. The buyer, in this case, has to deduct TDS on property from the estimated property price and should be deposited along with the Income tax. Form 26QB is the concerned form that has to be furnished along with other details.
Who Has To Pay and What’s The Amount To Be Paid?
TDS @1% has to be deducted at any purchased immovable property. However agricultural property doesn’t fall into this category. If the property’s market value or the amount paid to the seller is less than 50 Lakhs, then also there’s no need to deduct TDS in such cases. I case the PAN is not quoted in such property deal, then the TDS must be deducted at the rate of 20%.

The TDS form 26QB along with TDS sum can be paid online on the official websites of the above-mentioned banks.
It doesn’t matter whether the property is residential, commercial or industrial apart from the agricultural land which has been relaxed from TDS deduction. TDS sum is deducted from the total TDS payment made to the seller excluding GST.
The Complete Procedure to Pay TDS on Property Purchase
The relevant form 26QB can be filled online with an online payment getaway or you can consider paying it offline along with the printed form in any of the banks mentioned above.

The option of TDS online payment or offline TDS payment will be given on the website itself. After furnishing all the details if you’re choosing the offline mode, you have to take a print of the 26QB form which should then be deposited in the bank along with the TDS payment.
Frequently Asked Questions On TDS On Property Purchase
Ques.1 Is it is mandatory to pay for Tax Deduction Account Number (TAN) if you’re applying for TDS?
No, it is not mandatory in case of TDS. Buyer and seller both are exempted from paying TAN which is otherwise mandatory in wherever a person deducts tax.
Ques.2 What if there are more than 1 buyer or seller?
In case of more than 1 buyer or seller the individual purchase price is less than 50 Lakhs but based on the aggregate value of the deal which if goes equal or above 50 Lakhs, TDS has to be paid.
In case of more than one buyer or seller, TDS on property purchase form 26QB has to be submitted separately by each seller and buyer combination.
For example, in case of 1 buyer and 2 sellers- 2 forms have to be submitted.
Ques.3 What is the penalty in non-depositing TDS on property purchase?
In case of not furnishing form 26QB or payment of TDS, a penalty of 1 Lakh can be levied by the income tax officer. Also, there is a provision of paying interest at the rate of 1.5% per month.
Points That You Must Keep In Mind for TDS on Property Purchase
  • In case both buyer and seller have not paid income tax in the purchase year, a notice from Income tax office will be issued. However, this payment is not mandatory.
  • If buyer or seller failed to furnish their PAN number, the TDS on property purchase will be issued at the rate of 20% of the transaction value.
  • The main objective of this rule is to identify those properties and transactions that mostly goes undervalued or for properties which are not registered.
